Mr Felix Nkulukusa is the Secretary to the Treasury at the Ministry of Finance and National Planning of the Republic of Zambia, a role he has held since October 2021. He is an accomplished development economist with extensive experience in public finance management, macroeconomic policy, budget oversight, and revenue forecasting.
He joined the Ministry of Finance in 1999 as a Budget Analyst and progressed through senior roles, serving as Permanent Secretary (Chief Executive Officer) from 2012 to 2015. He later worked as an independent public finance management expert, advising international organisations including the European Union, GIZ, FCDO, USAID, and the World Bank. His work included serving as a Transaction Advisor to the Power Africa Initiative and supporting governments on macroeconomic and fiscal reform.
Mr Nkulukusa holds a Master’s degree in Development Economics from Williams College, a Bachelor’s degree in Economics from the University of Zambia, and professional certifications in tax policy analysis, revenue forecasting, fiscal decentralisation, and local government financial management.
