Dr. Rose Mwebaza
Director and Regional Representative, UNEP Africa Office

Dr Rose Mwebaza is Director and Regional Representative of UNEP’s Africa Office. A respected climate policy leader, she previously served as Director of the UN Climate Technology Centre & Network (CTCN), the implementation arm of the UNFCCC Technology Mechanism. Rose has held advisory roles with the African Union and UNDP, where she supported high-level climate strategies across the continent. Earlier in her career, she lectured in commercial law at Makerere University, where she was also Deputy Dean. Her banking experience includes serving as Chief Natural Resources Officer at the African Development Bank. Rose holds a PhD in Environmental and Natural Resource Governance (Macquarie University), a master’s in International Comparative Law (University of Florida), and an LLB from Makerere University. She is a Carl Duisburg Fellow, a member of UN Master Minds, and a founding member of the Network for African Women Environmentalists.
